Many people in Japan received a few seconds of warning on their mobile phones before feeling the effects of the M 6.1 earthquake near Osaka yesterday. Japan has a well-developed warning system, including direct notices to mobile phones, and via custom apps.

The @USGS does not have a full early warning system for the public yet, but there is apparently a beta preview app available for California, Oregon, and Washington: https://www.wired.com/story/how-you-could-get-an-early-warning-for-the-next-big-quake/
